Yes, AMP still can control the license. We discussed this with PM and team and we concluded to commit this fix to keep the license even after AMP is down controlled by a CLI command.
For future enhancement, we can integrate the license threshold duration (say 7 days) as part of the license expiry time itself, so we don't have to worry about maintaining this duration separately, this feature can part of APV license itself! or as discussed, we can delay clearing the license for 7 days and send out an email alert.
