Modify API query data and fix call CLI 2 times issue.

Testing Done


Use benchmarking to find out why the API response is slow.
Add query fields for needed in API of getting System Administrator list (Or it will call other CLI and cause slowness issue)
Just return value instead of call CLI again in hive/model/fields/init.py
