Add new OBJECT for interface speed in bits/seconds
    

  1. Add type mapping for infSpeedBits (Counter64)
    2. 

  2. Add setting of infSpeedBits (I see infSpeed for reference, except the SYNTAX is Counter64, and DESCRIPTION is different)
    3. 

  3. Add INFSPEEDBITS constants, and address it to get speed in bits.
    4. 



I also remove some spaces.
