Prevent username is not exist
The Jira ticket:
https://arraynetworks.atlassian.net/browse/TWSD-1505If user create V3 SNMP Host,
it will check is the username in SNMPV3User.
If there is no username exist, show error message.The message is same as CLI,
the difference is after this message, in won't call snmp host or snmp auth CLI.
