port AE-196 to rel_apv_10_7_4. Add RTS Table to SNMP so it's availble for in AMP

The fix for AE-196 was done my Madhuri, I ported it to rel_apv_10_7_4 branch. The is also was some SNMP SNAT changes (AA-2408) missing in CA-SNMP-MIB_foring.txt I added this to this patch to avoid conflicts.
No conflicts, just a port. Made sure it compiles
