vAPV : volume license lost on vAPV reboot with AMP down. Bandwidth always shows 1Mbps

Description

Volume license is applied to vAPV from AMP is getting lost on vAPV reboot with AMP down.

Testing Done

Tested in local setup. It is observed that vAPV is retaining the Bandwidth and license infor on reboot
