This change fixes below iterms.
1. (Bug 578) QoS session configurations will be retain after reboot
2. sh qos all and clear qos all will show QoS session configuations and also clear QoS session configuations respectively
3. (Bug 580) remove QOS tab from UI
4. (Bug 565) validate for QoS session duplicate name
