The build in 4x10G port is not always mapped to port1 to port2.
When additional NIC models are added, the add on NICs are mapped before the build in NICs.
This issue sees only happens to AVX5900. 7900 and 9900 are properly mapped.
There was a similar issue on AVX7900/9900.
Fix the same way.
