Commit code to rel_apv_10_7_4
- Add functions to set and retrieve cookies.
- Get the cookie when the WebUI page loads.
- If no cookie is found, display the warning box and set a cookie.
- If the cookie exists, do not display the warning box until the cookie is deleted.
