bug 645 atcp crash could have same cause as bj bug 135776.

Description: Bug 135776 - show ip eroute coredump
Root Cause: show ip eroute after clear ip eroute will coredump due to link node beed free that it can't access
Condition of Occurrence: always
Fixed Details: cli add lock for clear ip eroute fucntion to forsure link node is clear
