this will fix some sync issue by threads while creating filters for qos sessions.

Make sure to pay attention to order of locking. Order of unlocking should be reverse of order of locking when you have more than one locks.. otherwsie, you might have deadlocks.

Check the order of locks.. if it is good, we can go ahead with commits..
