Bug 823 - Sometimes the N5 SSL card is not detected on APV1900/2900

Root cause:

    The CPU of the x900 series is faster than the x800 series. 

    The N5 SSL card may fail to initialize the driver if it is loaded before the hardware is ready.


Solution:

    Add a retry mechanism and delay if initialization fails, then retry up to 5 times at most.
Check /var/crash/ca_log/atcp.log, when error happen we can see there is N5 SSL init failed message and successful init because of retry mechanism
