Root Cause:

    In an HA bootup sync environment, starting ntpd returns non-zero for unknown reasons sometimes,

    but the service is running fine, it cause we stop ntp service for error handling
Solution:

    Add a workaround to check if ntpd is not running before handling the error.

Step to reproduce:

    1. Setup HA on two APV

    2. Enable ha bootup sync

    3. Check ntp is on

    3. Reboot one of APV

    4. Once APV bootup, check ntp still on
