(Relocated the certificate moving command to a different file)

2. usr/click/bin/backend/sync_ui.c

(Moved the certificate command in this file to execute only after clear secondary config function)
Testing using two vAPVs:

1. Import WebUI Certificate on both devices

   (System > Access Control > WebUI Certificate)

2. Synconfig from the primary APV to the secondary APV

   (High Availability > Synconfig > Actions > Sync Configuration from Peer)

3. Check the secondary APV for the WebUI Certificate
