Root cause:
25G & 100G VF use same device ID in kernel,
currently we only consider 100G VF, but no consider 25G VF use same device IDSolution:
The VF can be distingished by speed when NIC link up.
So according to the BJ BUG 76285 design:
1. when unplug cable, VF is 10g in default.
2. when plug cable and VF speed is 25g, VF is 25g fiber
3. when plug cable and VF speed is 100g, VF is 100g fiber
