Root Cause:

    Race condition occurred between the avx_vtch and backend processes when performing the load config operation simultaneously.
Solution:

    avx_vtch process needs to wait until the backend has completed loading the startup-config before proceeding.

Restart APV for 10 times and check webui port change to user define port
