To solve the add NTP Authentication Key select box will disappear.
    

  1. Add a select box when key list length is 0.
    2. 

  2. The no-key select box will appear recurring when key list length is not 0.
    3. 

  3. Add code in controller after api response, will judge the length of key list, if the length of key list is not 0, no-key select box will display: none.
