Migrate pre-sight HA feature to APV_10_7_3
Need to merge pre-sight feature code back to the trunk and APV_10_7_3 to include it in official release.please fix possible confliction logic. to make sure this HA feature works smoothly on different cloud platforms (e.g. Azure, AWs…)
