AA-2360 : [AMP] AMP allows the registration of ASF device even though the license information shows "Number of Licensed WAF Devices: 0". ASF registration should be blocked when no licenses are available.

Fixed the Licensing issue for the ASF devices and reformatted the python file.
The changes has been tested locally.
