Migrate the composer process to work on Rocky Linux 9.x
1. Verified the composer binary compatability and its execute in the new platform.
2. Add the scripts to install & configure the tools.

SNMP & syslogs communication with APV:
I can get the SNMP data seamlessly, whereas even though we have got the syslog using Telegraf/Logstash, the logs we're not processed as expected. Needs some work there as the source code plugins being used with existing AMP are not available.

Testing Done

The changes are tested locally.
